That's more of a guideline, rather than a rule...just like AAU affiliation
The B-10 knew Nebraska was getting booted from the AAU long before they extended the invitation (because everyone in the B-10 is a member, thus they knew before everyone else outside of the AAU).
You know that state continuity rule isn't valid because they're talking about, and to, GT. It makes sense to have schools in neighboring states in the conference to reduce travel expenses, but they will definitely jump on any good "low hanging fruit." Heck, they jumped on MDU & Rutsgers, so you know they aren't that picky...lol
